The second charter of Queen's College was issued on March 20, 1770, by William Franklin, the Colonial governor of New Jersey. It is under this charter that Rutgers has since existed.

This catalog, published 150 years after the granting of the school's charter, provides a comprehensive list of trustees, officers, faculty, and alumni of the university. The book includes also historical sketches of some of the early officers.
